U.S.DOT Qualified Substance Abuse Professionals -Evaluation, Monitoring, and Compliance Proces

Mona Ellis, U.S.DOT  Qualified Substance Abuse Professional [SAP] provides a competent and efficient consultation for both employee and employer. As a SAP,  her function is to remain neutral and protect the public interest by professionally evaluating safety sensitive employees and offering appropriate recommendations according to the American Society of Addiction Medicine Level of Care.

The SAP only role is to provide a clinical evaluation and assessment, monitor compliance, and determine your eligibility for return-to-duty and provide documentation to you or your Designated Employer Representative (DER) uponcompletion of your SAP recommendations.

Safety-Sensitive Employee Return to Duty Process

When a safety-sensitive employee fails a drug and/or alcohol test, his or her career is stalled until specific steps in education and/or treatment are completed.

Mona Ellis is a competent professional providing regulatory support for employees while they navigate the return to duty process.

Her expertise includes SAP Professional Evaluation Services, Treating and Diagnosing Substance Use Disorders, Consulting and Case Management Services


What Does the Return To Dut Program and SAP Role consist of?

  • The Employer will notify the employee about the DOT Drug and Alcohol violation and provide the Employer with a list of DOT Qualified SAPs.
  • The Employee will register for the FMSCA DOT Drug and Alcohol Clearinghouse, and contact the SAP to see if he/she is available to perform the SAP. If so, the Employer will send a Request to the SAP in FMSCA DOT Drug and Alcohol Clearinghouse to complete the RTD SAP Evaluations.
  • The SAP will receive the request in the FMSCA Drug and Alcohol Clearinghouse and Accept the Employer's request.Initial face-to-face SAP Evaluation to determine what assistance is needed, if any, to address the employee's substance use.
  • SAP Referral to Education and/or Treatment SAP Recommendation Compliance Monitoring and Case Case Management.
  • SAP Face to Face Follow-Up Evaluation to determine if the employee has complied with the SAP Recommendations. 
  • The SAP will update the DOT Drug and Alcohol Clearinghouse for Return to Duty Drug and Alcohol Test. 
  • The Employer will complete Return to Duty Alcohol Test prior to the employee's return to work in a safety-sensitive position.

The United States Department of Transportation (DOT) requires a return to duty drug test for people working in safety-sensitive jobs suspended for drug or alcohol use.  If you work in the following industries, you may be required to complete the return to duty program:

  • Federal Aviation Administration
  • Federal Highway Administration
  • Federal Motor Carrier Safety Administration
  • Federal Railroad Administration
  • Federal Transit Administration
  • Maritime AdministrationNational Highway
  • Traffic Safety AdministrationOffice of Inspector General
  • Pipelines and Hazardous Materials Safety Administration

These safety senstive employees include: 
Commerical  Drivers Licensed Truck and Bus Drivers                               
School Bus drivers, Rail Road Commission Train Engineers, Conductors, and Aviation Crew Members,  Pilots and other FAA employees, Pipeline and Hazardous Materials Safety Administration  Employees and  U.S. Coast Guard Employees and all crew members in safety senstive positions.

The FMSCA DOT Administration operates a program to improve safety performance and remove high-risk carriers from the Nation's highways

DOT FMSCA Clearinghouse Registration  and SAP Designation is required for DOT Drug and Alcohol Violation that occur after January 2020.Registration  and SAP Designation is required for DOT Drug and Alcohol Violation that occur after January 2020.

The Omnibus Transportation Act of 1991 required that an opportunity for treatment to be made available to covered employees.

As a result, in 1994 the Department of Transportation (DOT) established the role of the Substance Abuse Professional (SAP).

The DOT rules require an employer to advise a covered employee that violates DOT Drug and Alcohol Policy in writing about available SAPs in their area.

The employer is responsible for providing the employee with a list of available SAP Providers in their area. 

Qualified Substance Abuse Professional Services

A Qualifed SAP is classifed under the DOT FMSCA regulations as public servants . Qualified SAPs "do not"  advocate for neither the employer nor the employee. Your function is to protect the public interest in safety by professionally evaluating the employee and recommending appropriate education and/or treatment, follow-up tests, and aftercare. 

Mona S. Ellis is a licensed, trained, experienced, and knowledgeable Qualified SAP Professional, Clinician and Counselor. Mona Ellis is also a Texas Health and Human Services Certified Community Health Worker, DFPS Region 6 CPS Substance Abuse Services Contractor, a Substance Abuse Professional Provider, and a former employee of Harris County's CPS Children's Services Division and Harris County Mental Health Authority with over 20 years of health and human service experience in working with adolescents and adults  experiencing family issues, mental and substance use, and addictive disorders.
 
Mona S. Ellis is an experienced   Return to Duty SAP Counselor, Clinician and  Therapist who works with Employers, Insurance Employer Assistance Programs, Parishes, Criminal Courts and Children Protective Services agencies throughout the United States to provide Assessments, Outpatient Substance Abuse Services,  Addiction Aftercare, Anger and Stress Therapy, and Family Counseling, Youth Counseling, and Parent and Caregiver Training, also known as Protective Parenting Classes for parents/caregivers involved with the legal systems and/or Children's Protective Services.

 

Provider Credentials and Education 

Mona Ellis holds a Master’s degree in Addiction Counseling and a Master’s degree in Professional Counseling from Grand Canyon University. She also holds a bachelor’s in Interdisciplinary Studies from the University of Houston Downtown.

Mrs. Ellis is also certified by NADAAC, as a Master Addiction Counselor and Substance Abuse Professional (DOT Qualified SAP Counselor).  Mona Ellis is a credentialed Master Addiction Counselor, Psychotherapist, Substance Abuse Professional,  Licensed Chemical Dependency Counselor and Texas Certified Community Health Workers/Educator.

Mona Ellis Accepts most health insurances for drug and alcohol counseling, family counseling, and 2054's for outpatient substance abuse services for parents invovled with CPS with allegations drug and alcohol use and family violence. Substance Use Disorder services are provided to any person and their family member that desire information about how to stay clean and sober  via a secure virtual environment to computers, mobile devices and phones.
